Chairman of the Management Board of JSC NC KazMunayGas Magzum Mirzagaliyev noted that the seasonal shortage of bitumen in the domestic market will be avoided by taking a number of systemic measures.
“Yesterday, in his Address to the People of Kazakhstan, the Head of State made a fair criticism on the shortage of bitumen in the domestic market during the road construction season. We, together with our partners and interested state bodies, need to take drastic measures to change the current situation,” Mirzagaliyev said at a meeting with the leadership of the ANPZ and Aktau bitumen plant Caspi Bitumen in Atyrau.
As it was noted during the meeting, the demand for bitumen in Kazakhstan still remains seasonal and increases in the summer – during active road construction. In this regard, Mirzagaliyev instructed the responsible structural units of KMG to discuss with the authorized state bodies the possibility of year-round financing of road construction organizations (advance payments) from the state. This will make it possible to form the necessary bitumen reserves in the domestic market by the beginning of the road construction season.
In addition, according to representatives of the Caspi Bitumen plant, there is an opportunity to increase the production of high-quality bitumen by 1.5 times, up to 750 thousand tons per year. The company has already developed a preliminary feasibility study, specialists are starting to design.
Recall that the maximum capacity of the KazMunayGas bitumen production plants is 800-850 thousand tons per year, of which about 500 thousand tons are produced by Caspi Bitumen. The peculiarity of this plant is the possibility of producing packaged bitumen in big bags, which can be operated and stored in any climatic conditions and for a long time.
Also at the meeting, the management of ANPZ provided information that the company is working stably, production indicators are currently being met. According to the results of the current year, the volume of refining at the plant will exceed 5 million tons of oil. To stabilize the situation on the fuel and lubricants market, options are being worked out to postpone the repair of the ANPZ previously scheduled for September to a later period. In this regard, Mirzagaliyev instructed the management of the ANPZ to provide preparatory measures to postpone the repair of the plant, taking into account the current situation on the fuel market.
